Council of Ministers (COM)
The IORA Council of Ministers (hereinafter referred to as COM) is the highest decision -making body of the organization, also known as a Primary body. It comprises of the Minister of Foreign Affairs (or equivalent) of all Member States.
Role of the COM
The COM is empowered by paragraph 5.1 (a) of the IORA Charter which provides for the main duties of the body, namely the

Administration of the COM Meeting
The COM meeting is managed by the Ministry of Foreign Affairs of the Chair’s country in close collaboration with the Institutional Arrangements and Broadening Engagement (IABE) Directorate at the Secretariat of IORA.
The directorate assists the chair where needs be and works on the implementation of the COM meeting by drafting documents, preparing meeting agendas and circulating documentation to Member States, among other things.

Chairship
India is the Chair of IORA. The COM is led by the Chair.
Any Member State may express its interest in becoming the IORA Chair. It is a voluntary position held for a period of two years, during which the Chair leads and represents the organization in all its activities.
As per the Rules of Procedure of the IORA Charter, the IORA Chair will arrange, coordinate, host, and preside over the Primary Bodies’ meetings as well as any other meetings as mandated by the Council.
