5th International Session for the Indo-Pacific Strengthens Strategic Dialogue in Paris

The 5th International Session for the Indo-Pacific (SIIP) was held from 17 to 21 November 2025 in Paris, France. Organized by France's Directorate for Security and Defense Cooperation (DCSD), the Institute for Advanced Defense Studies (IHEDN), and the Ministry of Europe and Foreign Affairs, the session gathered policy makers, practitioners, and experts.

 

Under the theme “Seeking shared responses for strengthening strategic autonomy to promote regional stability,” discussions covered maritime security, disinformation, climate change, organized crime, and terrorism. Mr. Shivraj Dhuppe, Director of Maritime Safety and Security at the IORA Secretariat, participated as a panelist on "Challenges and Issues of Maritime Security in Indo-Pacific."

 

In his address, Mr. Dhuppe emphasized the need for a renewed commitment to the international rules-based order, increased investment in capacity building, and deeper information sharing. IORA's representation at this high-level European forum amplified the voice of the Indian Ocean region, fostered dialogue with extra-regional partners, and reiterated the universal principles of freedom of navigation and collaborative security essential for a peaceful and prosperous Indo-Pacific.
