IORA Chair

The Council of Ministers, on voluntary offer by Member States, elects a Chair of the Association for a period of two years.

 

The role of the Chair is to arrange, coordinate, host and preside over the meetings of the Council of Ministers, the meetings of the Committee of Senior Officials, the Sub Committee of Finance and any other meetings as mandated by the Council of Ministers.

 

The IORA Chair approves the circulation of the draft agenda and draft reports of the Council Meetings.

 

The Republic of India is the Chair of IORA for the period of two years (2025-2027).

Council of Ministers (COM)

The IORA Council of Ministers (COM) is the highest decision-making body of the organization, comprising the Ministers of Foreign Affairs of all Member States. The COM meets annually, or more often as mutually decided. The COM is responsible for:

Formulation of policies
2
Review the progress of cooperation among Member States;
3
Decide on new areas of collaboration;
4
Establish Functional Bodies and Specialised Agencies when necessary,
5
Take decisions on other matters of common interest to the Association.

Committee of Senior Officials (CSO)

The CSO, working under the direction of the COM, is the second-highest decision-making body of IORA, and comprises the senior government officials of Member States. The CSO meets bi-annually, or as often as mutually decided. The CSO is responsible for:

Consider reports and recommendations from the Institutional Mechanisms established by the Council of Ministers (COM);
2
Review the implementation of decisions taken by the COM;
3
Establish priorities for economic cooperation among Member States;
4
Develop, monitor, and coordinate IORA Work Programs;
5
Mobilize resources to support the financing of Work Programs;
6
Submit periodic reports to the COM; and
7
Refer policy matters to the COM for decision when necessary.

SCF photo
Sub-Committee on Finance (SCF)

The Sub-Committee on Finance (SCF) is a subsidiary body of CSO and is responsible for overseeing the financial management of the Association. The SCF meets at least twice per year. The responsibilities of the SCF are:

Review the proposed annual Secretariat’s budget and quarterly financial reports, and advise the CSO on financial management matters;
2
Review the annual report, audited annual financial statements of the IORA Secretariat and the IORA Special Fund, prior to their presentation to the CSO;
3
Assess and monitor risks to IORA and recommend appropriate management strategies to the CSO; and
4
Report to each meeting of the CSO on its activities and recommendations.

TROIKA
Troika

Troika is an institutional mechanism consisting of the IORA Chair, Vice-Chair, and the Previous Chair of the IORA.

Troika is responsible for keeping Member States informed about any important matters within the Association, including progress updates, the creation of new mechanisms, guidance on policies for IORA institutions, and matters related to the Secretary-General.

 

The quorum of the Sub-Committee on Finance will comprise the members of the Troika.

IORA Secretariat

The IORA Secretariat is responsible to manage, co-ordinate, service, and monitor the implementation of policy decisions and Work Programs, as well as prioritisation of projects as adopted by the Council of Ministers.

The Secretariat is in charge of organising IORA meetings, promoting the Association, collation and sharing information, of maintenaning an archive, depository, and registry for IORA documentation, and helping to secure resources for IORA’s activities.

The Secretariat has its headquarters in Ebene, Republic of Mauritius.
