The Capacity Building Programme on "Maritime Safety and Port Management" was conducted from 9 to 13 June 2025 in Singapore. Organized by the Government of Singapore, this programme addressed the critical intersection of port security and overall maritime safety in a rapidly evolving global landscape.

 

The programme was designed to equip participants: port officials, security managers, and maritime regulators from IORA Member States with a sound understanding of contemporary challenges and best practices. Key themes included port security frameworks as per the International Ship and Port Facility Security (ISPS) Code, risk assessment methodologies, emergency response planning for port incidents, and integrating port operations with broader maritime domain awareness systems.

 

The outcome was a comprehensive Workshop Report. By focusing on the vital node of ports, this programme strengthened a key component of the regional maritime security architecture. It enhanced the capacity of member states to secure their maritime gateways, prevent their misuse for illicit activities, and ensure the safe and efficient flow of commerce, thereby directly supporting IORA's goals for a secure and prosperous Indian Ocean.
