The Course on Maritime Regulation & Enforcement in the Indian Ocean was held from 2 to 5 June 2025 in Shah Alam, Malaysia. Organized by the Government of Australia, this in-person training course aimed to deepen practical and legal understanding among regional maritime practitioners.

 

The course's primary goal was to foster a greater comprehension of international maritime regulation and enforcement, with a particular focus on the United Nations Convention on the Law of the Sea (UNCLOS). It provided a valuable forum for participants from IORA Member States to discuss common issues, share enforcement experiences, and explore best practices in applying international law at sea.

 

The outcome was a Participation Report. This capacity-building event directly enhanced the operational competence of officers responsible for maritime law enforcement. By strengthening the regional network of professionals and their shared legal knowledge, the course contributed to more consistent, effective, and rules-based maritime governance across the Indian Ocean, supporting IORA's core MSS objectives.
