The Indian Ocean Maritime Dialogue was held on 27 November 2025 in New Delhi, India. Organized by the Vivekananda International Foundation (VIF) and the Centre for Humanitarian Dialogue (HD), this dialogue provided a platform to assess regional maritime architectures.
The Secretary General of IORA was speaker in the session 'Regional Architectures and India’s Partnerships.' The session critically assessed the coherence and effectiveness of existing regional structures, including IORA, the Indian Ocean Naval Symposium (IONS), BIMSTEC, and the Colombo Security Conclave. Discussions identified persistent gaps in information-sharing, crisis response, fisheries governance, and subsea infrastructure protection, while also highlighting examples of emerging cooperation.
The Secretary General's participation provided an institutional perspective on how different regional mechanisms can complement each other. This dialogue helped clarify IORA's unique convening role and identified actionable areas for reducing duplication and enhancing synergy among various forums, ultimately strengthening the overall ecosystem of maritime cooperation in the Indian Ocean.
