The Second IORA Meeting of Experts on Maritime Safety and Security was held on 7-8 November 2017 in New Delhi, India. Organized by the Government of India, this meeting built upon previous expert consultations to develop a concrete strategic roadmap for regional maritime cooperation.

 

Over two days, experts from IORA Member States engaged in thought-provoking discussions on a wide spectrum of challenges in the maritime domain. Presentations and sessions covered both traditional and non-traditional security issues, including piracy, maritime terrorism, trafficking, and humanitarian disasters at sea. The objective was to synthesize expert knowledge into a coherent plan for collective action.

 

The pivotal outcome of the meeting was the adoption of the "Blueprint for Maritime Safety and Security in IORA". This document serves as the foundational strategic guide for all subsequent initiatives undertaken by the IORA MSS Working Group. By providing a structured framework with proposed actions, the Blueprint translated high-level political commitment from the Jakarta Concord into a practical work plan, ensuring focused and coordinated efforts to enhance maritime security across the Indian Ocean Region.
