The 2nd IORA Seminar on Illegal, Unreported, and Unregulated (IUU) Fishing was held on 25 September 2024 in Goa, India. Organized by the Government of India, this seminar provided a dedicated platform to address one of the most persistent and damaging threats to the Indian Ocean's blue economy.
The seminar brought together fisheries experts, enforcement officials, and policymakers from IORA Member States. Discussions emphasized the urgent need for enhanced regional cooperation and the widespread adoption of sustainable maritime practices to effectively combat IUU fishing. Key themes included improving monitoring, control, and surveillance capabilities, strengthening port state measures, and disrupting the financial networks behind illegal fishing operations.
The outcome was a substantive Workshop Report detailing the discussions and recommendations; though it was not to be circulated to Member States and not to be uploaded on the website. This event reinforced IUU fishing as a top-tier priority within IORA's MSS agenda. It advanced regional dialogue beyond awareness-raising to focus on practical, collaborative solutions, directly contributing to the protection of marine ecosystems, the livelihoods of coastal communities, and the long-term food and economic security of the Indian Ocean region.
