The Indian Ocean Rim Association (IORA), in collaboration with the Federal Foreign Office of the Federal Republic of Germany, hosted the second workshop in its ongoing series on 29 April 2026. The virtual webinar brought together policymakers, practitioners, and stakeholders from across the region to deepen understanding of Extended Producer Responsibility (EPR) systems.
Jointly organised with the support of Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) and with technical expertise provided by the Landbell Group, the session focused on the practical steps required to establish Producer Responsibility Organisations (PROs). Building on earlier discussions, the workshop aimed to move beyond policy frameworks and into the operational realities of implementing effective EPR systems.
Participants were guided through key components necessary for setting up and managing PROs, including accreditation systems, legal obligations for both producers and PROs, and approaches to fee-setting. The workshop also explored sustainable financing models and outline contracting arrangements with municipalities and recyclers, offering a comprehensive view of how such systems function in practice.
